Very high cpu usage, and random 100% cpu usage

Linux mint, google chrome without hardware acceleration, since i want the gpu to be fully available for work.

Pretty much constantly its at 100% on a single core as long as the GUI is open. Its the chrome process thats using the cpu. I dont think its graphics/rendering related since its only running at 100fps, screen is 165, but limiting the fps to 10fps does not impact the cpu usage at all. Closing the chrome tab stops the cpu usage.

And randomly the cpu usage just goes to 100%. Until i close or refresh the tab.
