New sampler: SA-ODE Stable

### Feature Idea

SA-ODE Stable is a new sampler developed by *eddyhhlure1Eddy* independently for Flow matching models. It uses adaptive order and velocity smoothing and convergence enhancements.

The sampler is quite simple and works out of the box greatly, even without customizing it with the auxiliary node (just selecting it in the samplers list).

The sampler has Apache 2.0 license and can be integrated here freely, without viral licensing and commercial limitations, unlike Clownshark.
