why is the comfyui-manager install-manager-for-portable-version.bat not included in portable version by default

I was using the standalone version for quite some time then switched over to portable version, i put it on a very fast nvme by itself looked at guides none even mentioned if you want the custom nodes to install/update you NEED to install CumfyUI-Manager otherwise it looks like it is broken.
The guides on comfyui portable install also don't explain that you need to this to get custom nodes to download and install and update tried to get help on both website and discord nobody explained that you NEED to install ComfyUI manager in the portable version to simplify this why is this not included by default in the portable version and have the manger itself update comfyui-manager.
