Feature request for model manager using `extra_model_paths.yaml` when checking for installed models

This is a feature request for the model manager to be able to search all model paths specified in `extra_model_paths.yaml`. Currently, it only detects the models installed in the base model path and doesn't seem to recognize models in `extra_model_paths.yaml`.

An additional enhancement on top of this would be to add a new column on the model manager table to display the folder path of where the model exists for installed models.
