Description

Eventually, pytorch or python changes may become necessary for future compatibility, or feature improvements. That won't necessarily be required, but we need a way to 1) detect when the recommended pytorch/python has changed in a new Standalone for a stable version, and 2) have UX to inform a user about this when updating.

Standalone (or other) install methods may require a specific version of Desktop 2.0 for features. The Standalone environment manifest should have a field for this too, just in case, that Desktop 2.0 can understand and inform the user/prevent installs that we know will not work on their Desktop 2.0 version.
