Imported Portable is confused about version, cant request updates

The code seems to be confused - when running in dev mode, a portable install can be created, and that works properly for tracking version, but if oyu were to track an existing portable, it's unable to tell what version it is. This is useless, as non-dev mode does NOT allow to create portable instances that way, so should be reworked.

The fix should make existing imported portable installs work as well.

Start by tracing how an existing portable install is imported, how its version is detected, and how update requests are enabled outside dev mode. Done means an imported portable install reports its version correctly and can request updates in non-dev mode.
