Migrate some issues from previous repo

We have a few old issues that should be re-created here. The candidate issues probably don't have corresponding references in commit messages, so numbering shouldn't be an issue.

The issue names no files, tests, or entry points. Start by locating the previous repository and reviewing its open issues to identify candidates without corresponding commit references. Done means the agreed candidate issues have been recreated here without duplicate numbering.
