Error when calling test-fetch-cert.sh function (401 Unauthorized)

Description
I would to create a DAC cert for the Matter device using the tool, however, I keep getting `401 Unauthorized` when trying to call test-fetch-cert.sh script and the ` get-cert` option as well. The behavior is similar in both `RELEASE` and `DEBUG` build type
