Account for PTS adjustment in SCTE35 Event Streams

In the CLI we do not account for the `pts_adjust` field when dumping SCTE35 info. I don't know if this is greater than just the CLI, but we need to figure out the extent of the issue and fix it.

Start by tracing the CLI path that dumps SCTE35 event-stream information and inspect how the pts_adjust field is represented and applied. Determine whether the issue is limited to the CLI or affects broader MPEG transport-stream handling. Done means the relevant SCTE35 information reflects pts_adjust correctly and the affected behavior is verified.
