Display specificationVersion as decimal + hex in Device Model Certification (match VID/PID formatting)

In the Device Model Certification flow, specificationVersion is currently displayed as a raw value. We should format it the same way we already format vid and pid (decimal + uppercase hex), e.g.:

16909056 (0x01020300)

Start in the Device Model Certification flow by locating the existing vid and pid formatting and the current specificationVersion display. Reuse that formatting path so specificationVersion shows decimal plus uppercase hexadecimal, then verify the result matches the example 16909056 (0x01020300).
