Enhance CARAF Question Set and Framework Modularity

**Description:**
We invite external contributors to help enhance the Crypto Agility Risk Assessment Framework (CARAF) by improving its question set and refactoring the framework for better modularity.

**Problem Overview**

CARAF helps organizations assess cryptographic risk in the context of Post-Quantum Cryptography (PQC) migration. The current question set and framework structure need expansion and modularization to support broader use cases and external tool integration.

**Contribution Scope / Expectations**

- Expand and refine the risk assessment questions.
- Refactor the framework to support plug-and-play modules.
- Add APIs or integration hooks for tools like XIPHER.

**Impact**

- Improves internal usage and integration.
- Enables external contributors to extend CARAF easily.
