### Describe the enhancement you're suggesting.

As a server administrator, I would want to be able to vote to skip a song, so that I don't have to be a dictator.

Basically since the skip command always skips just because I have the admin rights for it, means that I basically can never use it since I don't want to "abuse" my admin rights. So I would want the possibility of voting to skip songs normally, but also be able to force the skip in certain situations. For example through introducing a new "forceskip" command.
