[p]set statuses should be persistent through reboots

As discussion from Discord and Sinbad's idea that this may be a good addition I am establishing an issue to keep track of this.

There should be a way to have a persistent [p]set game setting and also other settings that are impacted by this like watching and listening, streaming statuses.

An example of a setting could be [p]set persistentpresence or some similar option. This would allow when bot reboots to keep the same status if user toggled the setting.
