Describe the solution you'd like
The option to merge two answer files. It's becoming more common to use answer files to customize and personalize your windows 11 setup. Learning the ins and outs of answer files takes time, so it would be such a useful feature if there was a way to merge answer files. The merging tool would ask for your first answer file (could be new or imported), then ask for your second answer file. Afterwards it would ask you to choose the base to be added to, and then it would compare both files. then it would show a comparison screen and ask you which parts you want to add to the base answer file. The merge tool would also update the <Order> on <RunSynchronousCommand>

Describe alternatives you've considered

It doesnt even have to be this complicated. Just a tool that adds all differences from one answer file to another while keeping the structure valid would be worth it. There is nothing out there that does this. Even AI fails horribly at this.
