calculating the probability of seeing a rainbow

There is no API for that based on my quick research
but there are many API's for the weather
and also tools for getting the sun angel

the science behind rainbows is well known

granted this is not a thorough explanation but I had the idea and got to write it somewhere figured why not here after all if anybody going to do it it's going to be this community
