Description
A user reported that he wanted to use a custom palette color for the link hover and it wasn't working in frontend (https://vertis.d.pr/v/dIUuXq). I checked and the custom palette colors work until the editor is saved https://vertis.d.pr/v/9GfLqk

Research direction
Reproduce the issue in WordPress 6.4.3 with Raft 1.1.2 using the linked videos and the listed palette steps. Compare the saved editor output with the frontend rendering; done means registered custom colors still apply to text, backgrounds, and link hover after saving.
