As DMCommitte I want to be able to define disaster/emergency plan. Emergency plan should include the followings
- Type of disaster
- Critical operation
- Agency/staff incharge for each operation
- Action plan list
- Relevant third parties and their possible roles.
- Assembly site
- Resource needed and supplies(name,contact, address).
