Description
Currently, we have 5 of 6 projects on the homepage. When we have a open spot, can we put in some code, or instantiate a template that creates a last project box inviting people to create a project.
TO WORKOUT:
* what should it say? (E.g. we could do "Create your own project" for now)
* where should it link? (E.g. let's link to https://codeforphilly.org/pages/project_guidelines for now!)
