FAQ for General Users

Request is not related to a a specific problem, but attempts to proactively address anticipated questions of users to the tool and resources.

**Describe the solution you'd like**
Page in look and feel of website (not too basic), must be easily edited (should we want to alter).

**Describe alternatives you've considered**
Nissim suggests two FAQs, one for internal use by the Tech Circle
This one is not that, however, there may be some overlap (would need to be consistent), this one is for the user.
Both vetted by Amanda (others who would like to review).
There must be a clear description on a source document of the weight attributed to "priority" ... and how this works (no mystery).
