Inconsistent "Get Access" filter results

**Describe the bug**
The panels filter for "Get Access" is behaving inconsistently; sometimes selecting more options will increase the property count, suggesting that it is using the union of properties with those selected access patterns, and sometimes the property count decreases, suggesting the opposite.

**To Reproduce**

1. Go to the filters view on https://www.cleanandgreenphilly.org/find-properties
2. Click on several of the "Get Access" panels in succession
3. See that in some cases the property count increases to show more properties are included, and eventually it decreases, showing the inconsistent behavior.

**Expected behavior**
Selecting more options should filter for properties that have all of active selection, so there should be a reduction of number of properties when filtering for more granular intersections.
