Description
Following [`/admin/README.md`](https://github.com/CodeForPhilly/civic-cluster/tree/master/admin), add an application deploy for the [project `chime`](https://github.com/pennsignals/chime).
It is a single-threaded Python application build with [streamlit](https://www.streamlit.io/)
Ideally, add a generic `streamlit` template to [`/admin/templates/project/`](https://github.com/CodeForPhilly/civic-cluster/tree/master/admin/templates/project) and then use it to create a `chime` entry under [`/projects/`](https://github.com/CodeForPhilly/civic-cluster/tree/master/projects)
