Dependency issue with click["bug"]

### Description: Chime fails to launch locally when instructions [here](https://codeforphilly.github.io/chime/getting-started/run-locally.html) are followed. click dependency appears to be auto-updated, and has deprecated the get_os_args function used elsewhere in streamlit. Attempts to resolve by pegging streamlit and click to the latest versions in pip.lock file proved unsuccessful.

### Steps to reproduce:
1. Pull latest development branch
2. Follow instructions from the run locally documentation.

### Expected behavior:
Running local version of Chime.

### What I got instead:
error from process logs in docker container

app_1 | AttributeError: module 'click' has no attribute 'get_os_args'
