Explore converging builder and library java projects

I have started to notice that we are duplicating some of the \- especially DMN-related \- code. Perhaps we could explore how to share the code between the two APIs... I don't really know how to do this in Java, but it might make sense to explore dependencies in general, because one thing that I imagine is that we should \- eventually \- have the ability to package up checks/benefits into plugins/packages that can be added to a universal core\; this is the dream of fostering a community-developed library for different localities/types of benefits/etc.
