Dev. Issue: Add Github Actions

We should add some github actions to provide some basic automated testing.
Maybe linting, or running a test suite when we have some in place.

## Purpose: Will prevent some bad code from entering the repo

## Affects: Where will this change?
In GitHub Actions, adding some workflows for code to pass through before it's considered for merging
