[IDEA] Use Google Big Query to get Github users in Africa data

Github [released all the data on its users and commits on Google Big Query](https://cloud.google.com/bigquery/public-data/github). It could be interesting to use it instead of the Python based scraper we are using [here](https://github.com/HacksHackersAfrica/github-africa).
