Validate Geography files (geojson, topojson)

Creating `geojson` and `topojson` files is prone to errors

Create a management command that validates that the geography files match the format required by HURUmap

**Describe alternatives you've considered**
[GeoJsonLint](http://geojsonlint.com) - Works well for small files but fails for significantly sized files
