Once anyone can submit listings, the directory needs moderation.

### Suggested project states:
- draft
- pending
- published
- rejected
- archived

### Acceptance criteria
- New submissions can require review
- Public endpoints only return published listings
- Maintainers can see submission state
- Moderator actions are auditable
