user ocf:heartbeat:oracle can not manage oracle

HI,
I use corosync + pracmaker + resource-agent to do oracle HA, After the resource configuration is complete, start the service prompt as follows:
Resource Group: oracle_cluster
oracle_store (ocf::heartbeat:Filesystem): Started db02.xxx
oracle_instant (ocf::heartbeat:oracle): Stopped
oracle_lsnrctl (ocf::heartbeat:oralsnr): Stopped
oracle_vip (ocf::heartbeat:IPaddr): Stopped
