[DR] drbd sync is not consistent

Description
While testing here and there with different "add/remove" protection, the sync towards the DR node (in short-throw) got stucked:
```
[root@an-a01n02 ~]# drbdadm status
an-test-deploy1 role:Secondary
disk:UpToDate open:no
an-a01n01 role:Primary
peer-disk:UpToDate
ci role:Secondary
replication:SyncSource peer-disk:Inconsistent
```
the only way to unblock it was to reboot n02.
