Submission status stuck at “submitted” on TrackingNet EvalAI

I submitted my results to the TrackingNet challenge via EvalAI, but the submission
has been stuck in the "submitted" state for an unusually long time and does not
progress to "running" or "finished".

Submission details:

- Status: "submitted" (unchanged)

For reference, my previous submissions typically moved to the "running" state
within a few minutes. However, this submission has remained in the "submitted"
state for several hours (or days).

I would like to ask:
- Is there currently an issue with the TrackingNet EvalAI evaluation queue?
- Are new submissions being processed normally?
- Is there anything I should check or resubmit on my side?

Start by checking submission 563596 in the TrackingNet evaluation queue and compare it with a submission that reached the running state. Trace where submitted jobs are picked up and record the cause of the delay; done means the submission progresses normally or the required resubmission steps are documented.
