Poll to see if the worker container has started while fetching logs.

**Why?**
It takes a while to start the worker containers on AWS, and the host may try to submit or expect logs without knowing this.

**ToDo:**

- [ ] Have a way to indicate on the challenge page/ Manage tab if the worker is running/transitioning/stopped/Non existent.
