Change the code to handle the simultaneous change in eval_script and test_annotation at the same time.

ToDo: (Minor change.)

- [ ] When challenge host uploads a new eval_script and annotation file together, a mail with the appropriate message should be sent.
- [ ] Worker(s) should be restarted similar to that in the individual case.
