**Description:**
Write unit tests for `ClimateNetAPILambda` and `DataToRDSLambda` lambda functions.
**Tasks:**
1. Create test cases covering main scenarios and edge cases.
2. Ensure test coverage includes error handling and normal execution paths.
3. Use mocking to isolate external dependencies.
