Description

### The problem
Information about model and observational biases / uncertainties is useful for all users of climate data. However a lot of this knowledge is tacit within modelling communities. This catalog can help make this information, and climate data in general, more accessible for different communities, e.g. biogeochemistry researchers, or ECRs.

This way of communicating biases may help the REF to get across the message that it is not a competition between models. The benefit of using the REF to do this instead of reviewing existing literature is that all these metrics and biases will be calculated in a systematic way using the same observational datasets for all models. This also nicely links into the 'Communicating Model Uncertainties' Fresh Eyes for CMIP subgroup.

### Definition of "done"

- [ ] Clear structure / template to document model and observational biases.
- [ ] A test catalog based on the current output of REF using the sample datasets
- [ ] Identify what extra information would be useful to include
- [ ] Think about how this documentation can be accessible to lots of different communities
- [ ] There is a CMIP meeting in October where it will be nice to present the FEoC 'model uncertainty' paper and maybe this catalog as well.
