Description
Currently, we are assuming a globally constant effective radius for liquid and ice clouds in radiation [here](https://github.com/CliMA/ClimaAtmos.jl/blob/7bf913f3417114e33131b9632b6ee3030a489f04/src/parameterized_tendencies/radiation/radiation.jl#L185). We should change it to the values we get from microphysics.
