Scrolling skips 1 line in Medical Tab (N) and Missions Tab (M)

Describe the bug

In both Missions and Medical Limb health scrolls always skips 1 line, making it impossible to acess information if the amount of ongoing missions in some cases from M or checking even checking limb health in the tab using the N key, also happens when switching to summary tab in limb health but only noticeable when using physical keyboards

Steps to reproduce

This always happens with any save regardless of mods and even single inputs when using physical keyboards skips 1 line

Missions Tab
1.Have atleast 3 missions
2 .Check missions with M
3. Scrolling always skips 1 line of the missions, making it impossible to see mission descriptions for some depending if its either odd or even number of ongoing missions

Medical Limbs Health tab

1. Check Limbs status in Medical with N key
2. scrolling alwways causes 1 line of the limbs skipped, making some part innacessible and also scrolls way too fast when holing down key to scroll
   3.switching to summary by pressing Tab isnt functioning properly unless held and released when it is on the summary tab

Expected behavior

Lines in these tabs should scroll properly from 1>2>3 instead of 1>3>5

Start by reproducing the issue with a physical keyboard on Android in the Missions and Medical Limb health tabs, including switching to the summary tab. Compare scrolling through multiple entries with the expected 1>2>3 sequence and verify that held-key scrolling and Tab switching behave correctly when the fix is complete.
