Description

### Is your feature request related to a problem? Please describe.

Given the proliferation of digitized books and the availability of large amounts of specialty information online, it seems likely that preppers and governments would have local backups of useful digital media in their respective installations, given the minimal opportunity costs that this would incur.

### Solution you would like.

Have USB drives or hackable computers containing a large fraction of all available books in the game possibly spawn in LMOE shelters and military-associated locations. The military ones should probably be more difficult to hack, but given that this data would be obtainable publically anyway breaking into these backups would likely be one of the easier hacking tasks. Maybe also have a "digital doomsday vault" overmap special corresponding to the real-life [Arctic World Archive](https://www.smithsonianmag.com/smart-news/second-doomsday-vault-preserve-data-opening-svalbard-180962749/) that contains literally every book ever (other than the mutagen and Rivtech ones for fairly obvious reasons).

Research direction

Start by reviewing how LMOE shelters, military-associated locations, hackable computers, and overmap specials are represented. Clarify whether the scope includes ordinary digital libraries, military variants, and the proposed Arctic World Archive vault. Done means the agreed locations can contain the intended readable media and hacking interactions, with coverage for the chosen content.
