Rubik tries to install bionic that I already have error

### Describe the bug

The quest to retrieve 1,000 anesthetic for Rubik: Rubik tries to install "bio_cable", which I already have, and it makes an error. Then it has the "being operated on..." wait time despite me already having the cbm. It also didn't take the 1,000 anesthetic from my anesthetic kit.

### Steps to reproduce

1. Have "bio_cable" cbm installed
2. Bring the anesthetic to rubik and get the error when you accept his offer.

No popup error that the cbm is already installed
