Draco at the Refugee Center has a bugged quest, the "strange island" one

### Describe the bug

When you ask Draco info about the strange island, you get the quest to reach and explore it, citing a "strange meeting".

When you go there, there's no strange meeting, only lady boann, and the quest doesnt proc.

Also if you ask him about the strange island again, he spams you the same quest, filling up your log!

1: Ask Draco for quest
2: Go there
3: Quest doesnt proc, go back to Draco
4: Ask about strange island again, get another identical quest

### Expected behavior

Should be able to complete it, and shouldn't give the quest again to you.
