Description

### Describe the bug

When learning new spells, they will often be placed on top or at the middle of the spellcasting list, forcing the player to memorize new keybinds or changing them back one by one

### Steps To Reproduce

1. Start as novice necromancer
2. Debug spawn finger firelighter scroll and learn it
3. Notice how the new spell changed every preexisting keybind

### Expected behavior

New spells are placed at the end of the list to avoid changing keybinds with every new spell

Research direction

Reproduce the issue using the novice necromancer setup and the finger firelighter scroll, then trace how learning a spell orders the spellcasting list and assigns keybinds.
