Description

# Describe the bug

Followers are unable to increase their skills, making it entirely reliant on RNG to give you a follower that can accomplish camp tasks.

# Steps To Reproduce

1. Ask an NPC about their abilities to see the base level.
2. Send them on a task that would increase their level, such as crafting or reading.(Book and Task were Pointy Stick crafting and reading Birdhouse Monthly)
3. Ask again, see 0% gain.

# Expected behavior

Follower gain experience for their skills.
