Description

The Bonfire half of #103's platform plan: four issues' worth of bodies on one platform, one adapter.

Portal URLs come from the bodies' own sites and search snippets only — **Bonfire has never been fetched, per #103.**

## Gates, in order

1. **Terms of use** — the per-platform question; settle for Bonfire here before any fetch.
2. **Keyspace / spine contract — decided in #103, not here.** EP*/EXP* numbering (Exhibition Place), TCHC's internal numbering — nothing joins the existing three keyspaces.
3. **Capture shape.** Bonfire portals are JS-driven (#130: explace.on.ca itself lists only pre-2022 closed opportunities; live listings render only inside the portal) — expect a browser or an undocumented JSON layer. Unknowable until the ToU gate is settled.

## Cheap wins that do not wait on the platform

- **Exhibition Place Board of Governors award reports** (EP meeting series on legdocs, plain-HTTP PDFs) tabulate bidders and prices — a Bid Award Panel analogue fetchable today with no browser and no ToU question (#130).
- **Waterfront Toronto's awarded-contracts page** lives on its own domain (#108).

Start with the Bonfire platform plan in #103 and settle the terms-of-use question before attempting any fetch. Then review the portals listed for #107, #108, and #130 and determine the capture shape, keyspace contract, and whether the Exhibition Place and Waterfront Toronto cheap wins can proceed independently. Done means the Bonfire gates are resolved and the adapter scope is concrete.
