## What exists

## Why it is worth having despite being the smallest of the three MERX bodies

The TPA operates ~18,000 parking spaces **on behalf of other bodies** — the TTC, Exhibition Place, Toronto Community Housing and the Parks, Forestry & Recreation *division* — and runs Bike Share Toronto. So its procurement crosses the City/agency line that #103 is about, and some of what it buys is effectively on behalf of a division whose other spending we already hold.

## Scope

Third body on the same platform as TTC (#104) and Police (#105). If the MERX adapter exists by the time this is picked up, this is a config entry and a test. If it is not, do not build it here — build it in #104.
