Description
Assuming we are going to pilot with Government Management Committee (GMC) (see #7), we should start cruising their past agendas and identify groups who might like to speak on the sorts of items they discuss.
### Notes
- We should browse "deferred" and "referred" agenda items from the past, and see if any are expected to come back to GMC in the next little while. The official agendas only come out maybe 7 days in advance, but sometimes we can anticipate an item like this indirectly.
- We should start researching orgs that seems to highly value stakeholder deputations and rallying their supporters to show up. A good indication of this might be whether the organization has published a deputation guide online. (see #6)
