Add an option to the spreadsheet to disable single-finger panning

It's annoying (especially on mobile) to be scrolling the page and then suddenly find yourself scrolling the map.

Present three options in the spreadsheet (not sure what these should be named for clarity):

1) Allow dragging
2) Disallow dragging on mobile
3) Disallow dragging everywhere
