[Feature]: Add a "Report" uploading feature

Is your feature request related to a problem?

Currently, users can add datasets under two categories: Datasets and Prompt Datasets. This forces users to submit pdfs, reports and other unstructured data as datasets. This creates noise in the dataset listing page for users who are expecting machine-readability and AI-readiness.

We need a third category called "Reports" for pdfs, and other file types with non-structured data.
