Support GitHub Actions annotations

## Describe Request:

GitHub Actions supports generating [code annotations](https://dailystuff.nl/blog/2023/extending-github-actions-with-annotations) from the CI.
It would be nice if this orb would generate these annotations for warnings and errors.
