Pipfile.lock and Requirements

I see that the project has these 2 options to deal with dependencies. I believe one of them should be removed

Start by comparing Pipfile.lock with the Requirements files and checking how the project and CircleCI setup install dependencies. Determine which dependency workflow the project intends to support and verify the application and tests still install and run with that choice. Done means the redundant option is removed without breaking dependency installation.
