Create an image that uses Ubuntu 24.04. This is available on the `cimg/base:2026.03-24.04`

**Is your feature request related to a particular problem?**
Some versions of tools are old, and are only supported in 24.04

**How will this feature request benefit CircleCI jobs using this image?**
Will help orgs use updated tools only supported in newer distros
