Some games do not start when HDR is enabled

The following games do not start when HDR is enabled:

- Tomb Raider
- Ori and the Blind Forest: Definitive Edition
- Red Wings: Aces of the Sky
- ... and some other games too

Ori and Red Wings fail to start with an error window containing these lines:

> Switching to resolution 3840x2160 failed, trying lower one
> Switching to resolution 3840x2160 failed, trying lower one
> All resolution switches have failed
> Screen: DX11 could not switch resolution (3840x2160 fs=1 hz=0)

When I try to start Tomb Raider, a black screen appears briefly, and then the steam big picture is displayed again.

For all games it helps to disable HDR and after the game lunched its not a problem to enable HDR again.
